IBC and Drum Acceptance Policy

Acceptance Criteria

 

1. Transportation of Containers Containing Residues

  • All containers previously used for hazardous materials must be transported with all closures secured and original hazard markings and labels clearly legible.
  • Containers must be empty as per the definition provided by the Department of Transportation (DOT) and Environmental Protection Agency (EPA).

2. Standards Based on Material Type in Container

  • Pourable Hazardous Materials: Containers must be completely emptied of all pourable substances using standard practices like pouring, pumping, and aspirating.
  • Non-pourable Hazardous Materials: Containers that held non-pourable hazardous materials must be devoid of any residue that can be removed by physical methods such as scraping or chipping.

3. Acute or Extremely Hazardous Waste Containers

  • Containers that held acute or extremely hazardous waste must be triple rinsed with a solvent capable of removing the material, or cleaned by an equivalent method, to be considered empty.

 

 

 


Empty Drum Certification

 

  • Documentation Requirement: Providers of drums or IBC containers must furnish an “Empty Drum Certification”, affirming that the containers are empty as per the standards above.
  • Review and Audit: Cowley Containers Corp. will review the provided documentation for completeness and accuracy, including verification of the source of drums, pickup dates, and counts.

 

 

 


Rejection of Non-Compliant Containers

 

  • Inspection and Rejection Criteria: Drums or IBCs arriving at our facility that do not meet the DOT and EPA criteria for being “empty” are subject to rejection.
  • Handling Rejected Containers: Rejected containers will be returned to the provider, and the reasons for rejection will be clearly communicated.
  • Temporary Storage: Non-compliant containers awaiting return will be securely stored in designated areas to prevent any environmental hazards.

 

 

 


Inspection of Incoming Containers

 

  • Detailed Inspection: Each drum or IBC container received will be thoroughly inspected upon unloading from transportation equipment.
